PROBLEM TO BE SOLVED: To obtain a fixed-point observation apparatus which can be installed at any location and can record picked-up images on a removable recording medium, such as a flash memory card, modem card, optical disk, etc., so that the images may be viewed as necessary by loading the recording medium in the monitor, etc., in an office, etc. SOLUTION: This fixed-point observation apparatus is constituted of an image pickup camera, such as CCTV camera, digital camera, etc., that can be installed to a support, supporting base, etc.; a memory board which has the recording medium, such as a flash memory card, modem card, etc., on and from which the images picked up by means of the camera can be recorded and reproduced, a timer-recording function, and a skip-back function; and a sensor which causes the images to be recorded in skip-back on the recording medium of the memory board.
