PROBLEM TO BE SOLVED: To provide a coil wiring/arranging member where coils are arranged in such a way that a first coil wiring layer is connected to one face of a base material and a second coil wiring layer is connected to the other face, and the resonance frequency is difficult to be affected by the positioning deviation of the first coil wiring layer and the second coil wiring layer when the member is used as the antenna coil of a data carrier device, and to provide a data carrier device where the antenna coil is formed of the coil wiring arrangement member and the electric performance of the resonance frequency is stable. SOLUTION: The wiring width of the second coil wiring layer is set by adding the wiring interval to the wiring width of the first coil wiring layer. The wiring interval of the first coil wiring layer is the same as that of the second coil wiring layer. The wiring position of the second coil wiring layer is in the inner side of an outermost wiring in the first coil wiring layer by one or more wirings and is in the outer side of the innermost wiring of the first coil wiring layer by one or more wirings.
