摘要 <p>PROBLEM TO BE SOLVED: To provide an image signal coding method and an image signal coding apparatus, capable of dealing with sudden changes in an image and executing variable rate coding with high image quality. SOLUTION: The image signal coding apparatus is provided with a first quantization scale/maximum coding quantity calculation section 13 for calculating the maximum coding quantity and a first quantization scale according to the result of coding a coded image frame; a quantization control buffer calculating section 14 for calculating a prescribed unit of predictive coding quantity constituting an image frame to coded, based on the maximum coding quantity and quantizing the prescribed unit constituting the image frame to be coded by the quantization scale, which is supplied with generated code quantity generated by coding the quantized image frame and calculating a second quantization scale, according to the difference between the predictive coding quantity and the generated coding quantity; and a quantization control section 10 for comparing the first and second quantization scales to output the larger one as a new quantization scale.</p>
