PROBLEM TO BE SOLVED: To provide an optional shape encoding device and an optional shape decoding device capable of simulatively realizing translucent image synthesis even in the case of using a binary shape signal. SOLUTION: A dither processor 11 binarizes a multivalued shape signal from a terminal 2. A moving image encoder 13 encodes a moving image signal with a method following an MPEG-4 standard core profile. A binary shape encoder 14 encodes a binary shape signal with the method following the MPEG-4 standard core profile. A multiplexer 15 multiplexes encoded data from the moving image encoder 13 and the binary shape encoder 14, and the encoded data are outputted from a terminal 3 as optional shape encoded data through a buffer 16 for bit rate smoothing.
