PROBLEM TO BE SOLVED: To provide an execution work method of an upper layer roadbed, an upper layer roadbed material and a storage method of sludge for disposing of the sludge and incinerated ash of industrial waste, preventing elution of the toxic component and effectively using asphalt scrap. SOLUTION: This execution work method of the upper layer roadbed is constituted in such that the upper layer roadbed material is constituted by mixing self-hardening sludge (or general sludge), the incinerated ash of the industrial waste, a granular material having the particle size not more than 5 mm crushed after drying by being mixed by using proper water or without using the water by using an asphalt emulsion, a crushed object of the aphalt scrap having the particle size not more than 40 mm, regenerated crushed stones or crushed stones, cement and water of a degree of not scattering the cement by a central plant system using a mixing plant fixed to a prescribed place, and a mixture being the upper layer roadbed material is carried to and executed at an execution work place. This storage method of the sludge is constituted for storing the sludge by forming the granular material of the sludge and the incinerated ash.
