A modular fluid heating apparatus (1000) may be assembled from a plurality of modular heating components (1008). Each modular heating component (1008) includes a first molded (1008a) section defining a first opening (1010) therethrough and a second molded section (1008b) defining a second opening (1016) therethrough. The first and second openings are aligned to form a fluid tight passage (1028) through the modular heating component (1008). A resistance heating element (1100) is secured between the first and second molded sections in the enclosed area (1024). The resistance heating element (1100) includes a supporting substrate (1105) having a first surface thereon and an electrical resistance heating material (1111) fastened to the first surface of the supporting substrate (1105). The passages (1020) may be aligned 180 DEG to direct the fluid passing through the fluid heating apparatus (1000) into at least a portion of the collection area (1030).
