PROBLEM TO BE SOLVED: To reduce the manufacturing cost of and ensure excellent workability and safety of a simplified lifting and lowering device using a portable ladder as the frame. SOLUTION: A fixing part A incorporating a first pulley is mounted on a portable ladder. A lifting and lowering part C with a second pulley is suspended from the fixing part B via a rope B. A down pull on the rope end suspended from the fixing part A lifts the lifting and lowering part C to lift an article 20. The fixing part A has a rope fixing mechanism for preventing a pullback of the rope end when the force pulling down the rope end is removed.
