SOLUTION: Cam members 41 and 42 having curved cam surfaces 43 are symmetrically arranged on back sides of a first and a second turn plates 32 and 33 in a winding plate 3 so that the curved cam surfaces 43 are mutually oppositely laid and a lift plate 61 is directly brought into contact with the cam members 41 and 42 and pushed up to turn the first and the second turn plates 32 and 33.
