PROBLEM TO BE SOLVED: To provide an inexpensive backing plate by spinning a circular metal stock plate to simplify a manufacturing process of the backing plate integrated with a dust cover. SOLUTION: In this manufacturing method of the backing plate of a drum brake integrated with the dust cover part, a circular metal stock plate 2 is clamped and held by a rotary tool 8 comprising a rotary forming die 4 and a holding die 6, an outer portion in the radial direction of the circular metal stock plate 2 is torn into two pieces by a rotary tearing roller 10a while rotating the rotary tool 8, the two torn parts are formed cylindrical by spinning rollers 10b and 10c, the inner cylindrical part in the radial direction is formed to be a flange part 2a' and the outer cylindrical part in the radial direction is formed to be a dust cover part 2b'.
