PROBLEM TO BE SOLVED: To provide a method of producing a W/O emulsion composition containing cement favorably used for a molding material of cement products continuously with industrially stable quality and at high productivity. SOLUTION: The method of producing a W/O emulsion composition (II) containing cement for molding a molded product comprises the steps of feeding cement (B) and an O/W emulsion (I) formed from water (A) and an oily material (C) into a continuous kneader and kneading to convert the O/W emulsion into the W/O emulsion.
