PROBLEM TO BE SOLVED: To provide a technology capable of certainly avoiding occurrence of an ill state in paying out a medium. SOLUTION: Shafts 4, 9, are fitted with their respective pulleys 3 and a flexible belt 7 is installed on the pulleys 3 in a state where the upper side is stretched tight and the lower side is bent. It is devised so that motive power is transmitted to the shaft 4 from the shaft 9 through a driving transmission and carrier belt 6. A bent part of the flexible belt 7 makes contact with a voting sheet positioned on the top of the voting sheets inserted and taken in an insertion port 1. Consequently, when the flexible belt 7 is driven, the motive power is transmitted to the voting sheet through the bent part and the voting sheet is carried toward a separator 14.
