PROBLEM TO BE SOLVED: To provide a foreign matter removing and water cleaning device with which sewage containing foreign matters is effectively subjected to foreign matter separating and sewage cleaning by an serial means and a structure is compactly arranged. SOLUTION: The sewage containing the foreign matters introduced into a cylinder 3 from an introducing pipe 9 connected in a tangent direction with a hollow outer cylinder is subjected to the swirling in the cylinder 3 and the separation of the foreign matters by the electrical effect by the inner cylinder 3 electrified positive and the central cylindrical body 4 electrified negative and is cleaned by the grain refining of the clusters of the water. The sewage is also subjected to cleaning and sterilizing by long holes 23 of through-holes disposed at the central cylindrical body 4 and ion generating metals 22 wound around the cylindrical body.
