PROBLEM TO BE SOLVED: To obtain an organic solvent-type dispersion resin composition to give an organic solvent-type paint which has the effects on dirt inhibition and grime removal, and to obtain a paint composition using this resin composition. SOLUTION: The organic solvent-type dispersion resin composition, containing a polyurethane resin insoluble in organic solvents, is obtained by preparing a dispersion liquid of a vinyl-based polymer which has a functional group reactive with an isocyanate group and is insoluble in organic solvents, in a vinyl- based polymer which is soluble in organic solvents and has a functional group reactive with an isocyanate group, by using the above organic solvent soluble vinyl-based polymer as a dispersion stabilizer, and by reacting it with an isocynate compound. In addition, this organic solvent-type dispersion resin composition is used to manufacture a paint by blending the other paint components such as a pigment therewith.
