PROBLEM TO BE SOLVED: To provide a panel vibration damping and sound insulating structure for an automobile providing reduction of body weight and efficient vibration damping and sound insulating effect of a panel. SOLUTION: A first vibration damping and sound insulating layer 21 comprising butyl rubber is pasted on an upper face of a floor panel 12 in conformity with generating portions of large vibration strain energy due to a plurality of vibration modes in the floor panel 12, a sheet like second vibration damping and sound insulating layer 23 comprising polypropylene and having rigidity and air permeability is pasted on the first vibration damping and sound insulating layer 21, and a floor mat 25 is laid on the second vibration damping and sound insulating layer 23. Vibration of the floor panel 12 is effectively controlled and weight reduction is provided by partial stiffening from the first vibration damping and sound insulating layer 21 and booming noise due to low frequency is effectively suppressed by rigidity improvement of the floor panel 12. Recycling characteristics are improved by using butyl rubber and polypropylene.
