PROBLEM TO BE SOLVED: To precisely recognize a small frame such as a one-letter writing frame or a check box having the size equal/lower to/than the letter size. SOLUTION: On a black pixel rectangle extracted in a black pixel rectangle extraction part 103, condition determination about the dimension and black pixel density is carried out in a primary determination part 104 for discriminating the black pixel rectangle between a frame possible and a non-frame possible. In a while pixel rectangle extraction part 105, a white pixel rectangle is extracted inside the black pixel rectangle determined as the frame possible. In a secondary determination part 106, condition determination about a positional relationship between the pixel rectangle as the frame possible and the white pixel rectangle extracted from it is carried out, and the black pixel rectangle as the frame possible is distinguished between a frame and a non-frame.
