PROBLEM TO BE SOLVED: To provide a plant monitor controller for allowing even an operator who is not familiar with plant equipment to easily continue control by a simple controller in a simple constitution when the abnormality of a control controller is generated. SOLUTION: An input and output device 3 is provided with the reception area of a simple controller 2 separately from a control controller 1, and output signals from the both controllers 1 and 2 are processed based on existence information from each controller, and when the abnormality of the control controller 1 is generated the simple controller 2 is connected.
