PROBLEM TO BE SOLVED: To prevent the user of a portable terminal from accessing inappropriate content information by providing objective quality evaluation information of content. SOLUTION: Quality information including classification and validity of each content of the CP server 50 for a CP 40 is stored, as a data base, in a management server 60 along with its address information. The management server is accessed from a portable terminal 10 through a portable telephone network 100 and an internet 200 and the quality information of a content is read out and displayed. An access prohibition request of a specific content is transmitted from the portable terminal to the management server and when a reply of address corresponding to the content is received, it is stored as an access prohibition request. Subsequently, distribution request of content for that address is suppressed in that portable terminal.
