PROBLEM TO BE SOLVED: To satisfactorily recognize a marker even when the marker to be detected is changed in scale or inclined. SOLUTION: A specific color discriminating section 11 discriminates an area having a specific color from an input color image. An area splitting section 12 splits the input color image into lattice-like areas by splitting the input color image in the vertical direction and the horizontal direction so as to surround the discriminated area. A marker area judging section 13 judges whether each split lattice-like area is a marker area forming the portion of the marker or not. A marker information detecting section 14 detects the significant information in the marker area judged by the marker area judging section 13 as marker information.
