PROBLEM TO BE SOLVED: To quantitatively decide full charge, deterioration degree and dischargeable capacity of a secondary battery, to make the battery in long life and to drastically shorten a time required for the measurement. SOLUTION: It is a full charge decision method of the secondary battery whose active material of an electrode separates and dissolves. During charging the battery, it is to add a charging and discharging current pulse of square wave at an arbitrary timing in response to proceeding condition of charging state, measure rise time T1 and fall time T2 of battery voltage wave during the time adding the charging and discharging current pulse or rise inclination dV1/dt and fall inclination dV2/dt of battery voltage wave during the time adding the charging and discharging current pulse, acquire the values of the T1, T2, T2/T1 or dV1/dt, dV2/dt, (dV1/dt)/(dV2/dt) during the time adding charging and discharging current pulse at each time measuring in the arbitrary timing, and decide the point of full charge of the secondary battery for the point of charge state of which any of these values indicates a maximum or a minimum.
