SOLUTION: This system is equipped with a special-price-only air-conditioner 5 which is so previously set to consume electric power at a special price, an electric power control unit 4 which detects a user using the special-price-only air-conditioner when the user buys and uses the air-conditioner 5 and measures the power consumption of the air-conditioner 5, and a charging means 17 which charges for power consumption while adding the charge for the measured power consumption. The maker which has sold the special-price-only equipment pays the whole or part of the added charge.
