PROBLEM TO BE SOLVED: To provide a circularly polarized wave converter which is suitable for a reduction in size and capable of realizing low-reflection characteristic. SOLUTION: A dielectric plate 2, serving as a 90 deg. phase shifter, is arranged inside a waveguide 1, a phase-converting part 2a of a uniform thickness is provided at the center of the dielectric plate 2, and a projection 2b is provided to each lengthwise edge of the phase-converting part 2a, projecting outwardly to form a step that serves as an impedance converting part. The projections 2b are located on orthogonal axes, that extend in both the width and thickness directions of the dielectric plate 2. Provided that the width and thickness of the center part of the dielectric plate 2 be presented by W1 and T1 respectively, and the width and thickness of the projection 2b are represented by W2 and T2 respectively, W1, T1 and W2, T2 are so set as satisfy relations, W2<W1 and T2<T1. Provide that the height of the projection 2b from the edge face of the phase-converting part 2a be represented by H, H is set at about 1/4 the length of a wavelengthλg in waveguide, and the edge faces of the phase- converting part 2a and projection 2b are made to serve as reflecting surface making right angles with respect to the traveling direction of radio waves.
