PROBLEM TO BE SOLVED: To effectively use a digital circuit and to rationalize charges for use of digital circuit. SOLUTION: An ISP system 1 performs accounting of charges for use of a basic circuit capacity to host terminals A, B, and C of a home page. Here, the system provides a priority option for temporarily using the entire or a part of basic circuit capacity of other host terminals as well as a non-priority option which allows other host terminals to temporarily use the entire or a part of the basic circuit capacity, and performs accounting of charges for use of the basic circuit capacity at additional rate/discount rate according to the priority option/non-priority option. Purchase of the priority option/non-priority option results in substantial increase/decrease of the basic circuit capacity, which leads to effective use of a digital circuit. Further, application of additional rate/discount rate according to the priority option/non-priority option rationalizes the charges for use of the basic circuit capacity.
