PURPOSE: A mobile communication VPN(Virtual Private Network) system and a method for operating and controlling the VPN are provided to permit or limit a telephone conversation between subscribers in a group or a telephone conversation between a subscriber out of the group and a subscriber in the group by grouping specific subscribers centering around a frequency band and linking a group server for controlling the telephone conversation to the subscribers in each group with a main server. CONSTITUTION: A local network subscriber group has specific subscribers(305a,305b) among mobile communication subscribers. A group server(304) controls the permission or prohibition of a telephone conversation between the subscribers in the local network subscriber group, a telephone conversation from a subscriber in the group to a general subscriber out of the group, or a telephone conversation from the general subscriber out of the group to the subscriber in the group. A main server(303) transmits or receives information for controlling the telephone conversation between general subscribers(301a,301b) out of the group and a telephone conversation between the subscriber in the group and the general subscriber(301a,301b) to/from the group server(304).
