PROBLEM TO BE SOLVED: To flexibly and speedily deal with the configuration of a communication network, the forms of various services and changes thereof. SOLUTION: This device is provided with a database registering information to be applied for maintaining, operating, supervising and controlling each of nodes comprising the communication network, a sub-database previously registering addressing information showing each of correspondent records and each of fields contained in these records for each set composed of records of the database, and a managing means for acquiring the addressing information, with which the value of a prescribed field in the record comprising the sub- database is contained in the record corresponding to the attribute of resources to become the target of all or one part of maintenance, operation, supervisory and control, applied as a value of the field corresponding to these resources and performing processing as management of the communication network while referring to the record and field of the database shown by this addressing information.
