PROBLEM TO BE SOLVED: To provide a magnetic recording medium and a method for manufacturing the medium superior in all of PW50, SNR and signal output in which high- density recording is possible, and to provide a magnetic recording device excellent in signal quality which makes high density recording possible. SOLUTION: The magnetic recording medium has a base layer and a magnetic recording layer formed in this order on a substrate, and has a thin-film layer essentially comprising an element having >=1.4 and <=1.7 for Pauling's electronegativity and <=4.0 nm thickness between the substrate and the base layer and in contact with the base layer.
