PROBLEM TO BE SOLVED: To store image data sequentially captured to a digital data recording medium in an amount for a prescribed time. SOLUTION: When an picture input (image data), sequentially captured from a monitoring camera, is stored in a data memory means 14, a frame rate calculating means 24 calculates the frame rate when the image data is stored from a recording time mode, the remaining capacity of the means 14, the presence or the absence of generation of an alarm signal, the value of a picture quality parameter for compressing data and the like, thins the picture signal which does not correspond to the frame rate so as not to store it in the means 14. Thus, the image data of the amount for the prescribed time is stored in the means 14.
