PROBLEM TO BE SOLVED: To provide an organic insulating film material together with its manufacturing method which is excellent in electric characteristics and thermal characteristics, with low water absorptance. SOLUTION: The organic insulating film material comprises, as main components, a polybenzooxazole resin having a unit structure represented by a general formula (1) (where, n is an integer 2-1000 while X represents quadrivalent organic radical and Y represents bivalent organic radical.) as well as a foaming agent. Related to the organic insulating film, the polybenzooxazole resin layer having the structure unit represented by the general formula (1) comprises fine holes.
