The present invention describes a bag-shaped rubber sheet and a joint portion of the bag-shaped rubber sheet that is fixed to the highest portion of a weir. When the bag-shaped rubber sheet expands, a rubber weir raises, repressing the water and adjusting the quantity of water that flows. Subsequently, once the bag-shaped rubber sheet has expanded it constricts and folds; the rubber sheet is supported by pipes, which extend substantially in a horizontal way from the highest portion of a weir downstream to the side at a predetermined distance from each other. For this reason, the rubber sheet hangs downwards by its own weight and with the water weight that flows downstream, so to fall downwards among the pipes. As a result, it is obtained a rubber weir that does not bend downstream to the side.
