PROBLEM TO BE SOLVED: To provide constitution capable of accurately and suitably attaching an electrode which forms a developer amount detection means and realizing the improvement of toner residual amount detecting accuracy and the miniaturization of an image forming device in a developing device and a process cartridge equipped with the developer amount detection means. SOLUTION: By attaching all the electrodes 81, 82 and 83 being a 1st detection means to the developing frame body 13 and providing an electrode board for wiring 26 on the frame body 13, a situation that an electrode board 22 on a voltage applying side and an electrode board 23 on an output side are arranged in the same frame body is avoided, and the erroneous detection of toner residual amount is prevented. Furthermore, a 1st external contact 23a electrically connected to the electrodes 81 and 83 so as to transmit output voltage in accordance with electrostatic capacity to an image forming device main body, and a 2nd external contact 22a electrically connected to the electrode 82 so as to receive voltage applied to the 2nd electrode from the image forming device main body are arranged on the same side surface side of the outside shape of the developing device.
