PROBLEM TO BE SOLVED: To provide a polyurethane hardenable composition not allowing a plasticizer to bleed to cause stickiness or dust collection or the like to the detriment of the external appearance even when a water-soluble coating is applied to it serving as a sealing material, and easy to work, and a method for manufacturing the composition. SOLUTION: The polyurethane hardenable composition, whose base is a urethane prepolymer having an isocyanate group at an end, contains 4.5 wt.% or less of a plasticizer and 17 wt.% or more of a polyol hardener having a number-average molecular weight of 3,000 or more. The solubility parameter of the plasticizer should preferably be 9.0-8.0.
