PROBLEM TO BE SOLVED: To provide an epoxy resin-based composition for paving materials curable even at a low temperature such as <=5 deg.C. SOLUTION: This epoxy resin-based composition for paving materials is composed of an aggregate and a solidifying agent, and the solidifying agent comprises a hetero ring-containing compound having a specific structure an epoxy compound and an amino compound having >=2 active hydrogen derived from an amino group in the molecule.
