PROBLEM TO BE SOLVED: To provide a composition for forming a film which can efficiently form a cured film excellent in all of low refraction properties to various substrates such as glass, ceramics, metals, plastics and the like, heat resistance, solvent resistance, flatness, transparency, scratch resistance, adhesion and weather resistance, and is excellent in preservation stability, and to provide a film-forming method using the same. SOLUTION: The composition for forming a film comprises a fluorine- containing copolymer obtained by copolymerizing tetrafluoroethylene, a carboxy group-containing monomer and a monomer copolymerizable therewith, and a melamine crosslinking agent. The film-forming method comprises applying the composition for forming a film, drying it and subjecting it to a heat treatment.
