PROBLEM TO BE SOLVED: To uniformly preheat a photosensitive material and to apply water thereto and to eliminate dust sticking to the photosensitive material before applying the water. SOLUTION: A receiving base 34, which supports the photosensitive material 12, is heated by a surface heater 62 and the photosensitive material 12 is preheated, when water is applied thereto. At this time, a back tension roller 64, arranged on the upstream side of sponge 40 which applies the water, presses the photosensitive material 12 moving on the receiving base 34 to the receiving base 34 and therefore tension is applied to the photosensitive material 12, and the photosensitive material 12 is pressed evenly against to the receiving base 34, without causing wrinkling. The photosensitive material 12 is therefore preheated evenly and uniformly, and water is uniformly applied thereto. A roller section 64A of the back tension roller 64 is molded of silicone rubber and adheres the dust sticking to the photosensitive material 12.
