PROBLEM TO BE SOLVED: To inform time to time every moment a driver or the like of information as to a road surface condition to avoid an accident caused by change of the road surface condition. SOLUTION: In this monitor, a laser beam is projection-scanned from a light projection means 21 toward a road surface ranging over a prescribed road surface monitoring area 4, and a monitored image reflected by the road surface and the like is image-picked up by an image pick-up camera 6. A comparison-determining part 26 reads the monitored image imaged by the camera to find out an image data for road surface determination most similar out of the image data for the road surface determination such as an obstacle, a cave-in, unevenness, freeze, rain fall, snow fall and the like, which are preiminarily stored, and outputs the information of the road surface condition of a character sequence in response to the image data for the road surface determination to be displated on a display panel 9 installed in a road side and a display in a road control center.
