PROBLEM TO BE SOLVED: To provide a device which can be mounted even in a shaft joint serving as the object of work for assembly/disassembly by reducing thrust of a hydraulic cylinder as small as possible while miniaturization of the fine rotating device of a turbine rotor is attained, and attain shortening of a construction period by making an arm mountable without using a crane or the like. SOLUTION: This fine rotating device for a horizontal shaft rotor fixes a drive arm 2 capable of mounting/demounting to a shaft joint 1 of a horizontally supported rotor, forms cylinder rod engaging parts 12, 13 in a tip end part of the drive arm 2, arranges a base plate 4 distantly from the shaft joint 1, installs a base end part of the hydraulic cylinder 5 freely turned in the base plate 4, and engages a tip end of a cylinder rod 6 of this hydraulic cylinder 5 with the cylinder rod engaging part 12, 13 of the drive arm 2, so as to move the rotor fine turned by extending the hydraulic cylinder 5.
