PROBLEM TO BE SOLVED: To improve detecting accuracy in unstable condition. SOLUTION: The driving environment for a vehicle is investigated and when it is judged that the effect of the driving environment on the detection of the unstable condition is large the detection of the unstable condition for driving operation is not performed. As a result, a portion of error included in the operation error caused by the driving environment is reduced so that the unstable condition detection accuracy can be reduced.
