PROBLEM TO BE SOLVED: To uniformly exhibit heat insulating performance between an outer wall and the inside of a house as much as possible. SOLUTION: A heat insulating material 3 is arranged between an outer wall plate 1 and an inner wall backing 2. The heat insulating material 3 has the size almost equal to the whole surface of the inner wall backing 2, and is integrally continued with a position separated from the inner wall backing 2, and is fixed to an installing backing 10. A moistureproof airtight film 4 is installed on an indoor inside surface of the heat insulating material 3 to hold moistureproofness and airtightness. An air layer 6 is formed between the heat insulating material 3 and the inner wall backing 2, and electric wiring 8 and equipment piping 9 are housed in this air layer 6.
