PROBLEM TO BE SOLVED: To provide a vibration damping device efficient in anti-earthquake measures even if the existing structure can not ensure a sufficient space below the floor part and facilitating the inspection or exchange together with a seismic base isolator 4 when the seismic base isolator 4 having a small installation space without directivity is divided around it. SOLUTION: The vibration damping device 10 is installed so as to surround the circumference of the seismic base isolator 4 for supporting a post of the structure. An upper plate 13 is fixed to the lower end 11 side of the post of the structure. A lower plate 14 is fixed to the upper end side of a supporting body 12 for supporting the post. Viscoelastic body layers 15 and 17 and an incompressible middle plate 16 are laminated between both upper and lower plates 13 and 14.
