PROBLEM TO BE SOLVED: To provide a device which is capable of miniaturizing an axle pedal and simultaneously acquiring a step power hystereisis with a good feeling for operation. SOLUTION: To allow rocking form pause position to maximum step position by step power transmitted from an axle pedal 60, a pedal arm 50 is supported by a pedal shaft 40 and a reset spring (a return spring) 80 which energizes the pedal arm 50 to the pause position is arranged around the pedal shaft 40 and frictional force production mechanism 80 which produces variably frictional force following the movement of the pedal arm 50 is arranged around the pedal shaft 40 and a non contact position sensor 90 which detects the rolling angle of the pedal arm 50 is arranged inside the reset spring 70.
