PROBLEM TO BE SOLVED: To provide a technique by which a unit length of steel member is welded in turn and pressed in ground in a place having a spatial limit, especially limit of height. SOLUTION: The welding and press-in device is provided with an opening/ closing mechanism capable of setting or releasing a steel member and a clamping means capable of grasping a steel member inward or releasing it and constituted of a pair of upper and lower clamp mechanisms for grasping the upper and lower parts of a jointing position of the steel member to be piled up in unit length, a plurality of upsetting actuators connected paralell to the steel members between the pair of upper and lower clamp mechanisms to bring the clamp mechanisms close to each other and separate them from each other, a guide guiding the vertical movement of the clamp mechanism, a lifting means supporting the entire clamp mechanisms and vertically transferring them, a reaction support part provided on the upper face of the upper clamp mechanism, and a welding electrode to be connected to the position where the clamp mechanisms are brought close to the upper and lower parts of the jointing position of the steel member.
