PROBLEM TO BE SOLVED: To provide a sheet feeder capable of preventing breakage of a regulating member and the occurrence of sheet feeding failure even in the case where a regulating member is wrongly operated or set in error and an image forming apparatus having the sheet feeder. SOLUTION: When the regulating member 2 is abutted on the side end of a paper sheet P to regulate skewing of the paper sheet P in feeding the paper sheet P, and a claw 204 of an engaging part 203 provided on the regulating member 2 is in particular engaged with teeth 102 of a fixed part 101 having a rack-like teeth 102 provided on a sheet loading part 1 to fix the regulating member 2. When with the regulating member 2 fixed, force for moving the regulating member 2 toward the sheet is applied, with the engaging part 203 gotten over the teeth 102 of the fixed part 101, the regulating member 2 is moved toward the sheet, so that force in the direction of separating from the sheet P larger than the force for moving the regulating member 2 toward the sheet is applied, with the engaging part 203 gotten over the teeth 102 of the fixed part 101, the regulating member 2 is moved.
