PROBLEM TO BE SOLVED: To provide a primer composition that forms a good adhesion between various 7 of substrates and a sealing agent comprising as a main component a silicon-based polymer or a saturated hydrocarbon-based polymer which has a hydroxyl group or a hydrolyzable group bonded to a silicon atom and has a silicon-containing group capable of crosslinking by forming a siloxane bond. SOLUTION: The primer composition comprises (A) an organic compound having a (meth)acryloyl group in its molecule and (B) an organic compound having an isocyanate group in its molecule and is suited for use with a sealing agent comprising as a main component a silicone-based polymer or a saturated hydrocarbon-based polymer which has a hydroxy group or a hydrolyzable group bonded to a silicon atom and has at least one silicon-containing group capable of crosslinking by forming a siloxane bond.
