PROBLEM TO BE SOLVED: To provide a red-emitting phosphor used for a vacuum ultraviolet ray-excited light-emitting device, such as a PDP(plasma display panel), improved so as to have both the enhanced luminescence characteristics and color purity. SOLUTION: This vacuum ultraviolet ray-excited phosphor which emits red light comprises a finely-divided europium-activated rare earth oxide phosphor having an average primary particle diameter of <1μm. The finely-divided europium-activated rare earth oxide phosphor thus prepared is solely used for a light-emitting layer of the light-emitting device, such as the PDP. The finely- divided europium-activated rare earth oxide phosphor may be used as the mixed phosphor after it is mixed with a coarse-grained europium-activated rare earth borate phosphor. Further, a phosphor which is prepared by coating surfaces of phosphor particles comprising the europium-activated rare earth borate phosphor with a coating film comprising the europium-activated rare earth oxide phosphor may be used as the vacuum ultraviolet ray-excited phosphor.
