PROBLEM TO BE SOLVED: To provide a method for manufacturing a transfer roller which has microcells on the surface of the roller and has low hardness and low density and an image forming device which is mounted with the transfer roller manufactured by this method. SOLUTION: The method for manufacturing the transfer roller which manufactures a foam roller formed with skin layers in the portions in contact with metal molds by injecting a foam raw material into the metal molds and curing the raw material and removes the skin layers or the parts near the skin layers after taking the roller out of the metal molds and the image forming device which is mounted with the transfer roller manufactured by this method.
