SOLUTION: A pump 3 is arranged in a proper position having a water tank 2 in the hull 1, and a drum 4 is arranged for winding a pumping-up hose 8 via a winch, and the hose is delivered to the sea bottom through the cylindrical pipe 6 arranged in a proper position of the ship's bottom 10 via a hose guide 5. A balancer 9 having proper weight is installed on the tip of the hose to reduce influence by the flow of the tide. When pumping up the water, a temperature sensor is arranged in the vicinity of the pump, and a stable water quality is gathered while confirming a water temperature. At work finishing time, when housing the balancer in the cylindrical pipe, a lower flange of the balancer operates a switch, and the balancer is fixed by operating a fastener of an upper part of the cylindrical pipe, and is constituted so as not to hinder operation of a ship.
