PROBLEM TO BE SOLVED: To provide a tool for preventing birds from flying and coming, which has excellent durability, does not damage a beautiful appearance, is inexpensive and can simply be attached. SOLUTION: This tool for preventing the birds from flying and coming is characterized by attaching catching members formed from a transparent or semi-transparent flexible wire-like material invisible from the birds to the upper side of a substrate on whose lower side peelable paper is disposed. The catching member comprises a fixing portion, a support portion and a loop portion, or may comprise the fixing portion, the support portion and a line portion. The catching member can be attached to the substrate by attaching the fixing portion to the substrate with an adhesive tape or by nipping the fixing portion with a press piece disposed on the substrate.
