PURPOSE: A system and a method for processing the Internet premium advertising using a lottery system are provided to determine answer by using majority rule. CONSTITUTION: The system comprises an advertising registration module(83c or 83f) registering all advertising management data about the advertising received by an advertiser in a database and inserting a banner about the advertising to a site, an entry processing module(83d) inserting a screen including a question to the site and registering an entry application including the answer to the question from a user in the database with response to the user connecting to the site through the Internet and clicking the banner, an object determining module(83e) selecting objects to be drawn from entrants based on the correct answer of the question, and a winner determining module(83f) determining a winner from the selected objects by a specific drawing method.
