PROBLEM TO BE SOLVED: To provide a surface treating agent capable of easily treating red rust on the surface of steel and further capable of protecting the steel surface so as to prevent the generation of new red rust. SOLUTION: For spraying or applying on red rust generated on the surface of steel, phosphoric acid and chromium oxide is dissolved or dispersed into a hydrophilic solvent.
