SOLUTION: The network connection management system has terminal servers 5a-5c and authentication server 7 that monitor network connection through an access point from a user and has an accounting server 9 that calculates a network connection charge as to the user based on the monitor, and the accounting server 9 has a channel utility charge calculation section 25 that applies a channel connection time of the user to a prescribed channel utility charge calculation pattern to calculate the channel utility charge and a bill monetary amount calculation section 26 that calculates the billing monetary amount to the user on the basis of the channel utility charge calculated by the channel utility charge calculation section.
