摘要 PROBLEM TO BE SOLVED: To extract a fluctuation and to accurately detect a fire at a low cost without influence of a moving body. SOLUTION: A storage means 10 stores time variation of luminance for every pixel of an input image of a surveillance camera 1, and a noise judging means 11 judges whether the variation of luminance of the pixel is made by a noise or not by comparing the time variation for each pixel of luminance with a noise which is modeled in a normal distribution. A moving body evaluation means 12 disposes a time axis in a circular form, determines the position of the center of gravity made by the luminance, and judges whether the variation of luminance of the pixel is made by a movement of the body or not. A fluctuation judging means judges as a fluctuation region only the region which is neither a noise nor a moving body based on the outputs of the noise judging means 11 and moving body judging means 12.
